Many of these people still live in long-stay hospitals; and there is a very real risk that unless more attention is focused on their very special ised needs, they will continue to receive inappropriate services. The following article is an edited version of a talk given at a conference organised by CHANGE (The Council for People with Learning and Sensory Disabilities) at Church House, Westminster, 2 December 1991. It outlines the issues facing policy makers and service providers and the need to direct attention to an often neglected client group.
